Dr Roua Jabir
Dr Roua Jabir is the Consultant Psychiatrist for a statewide dual disability service based in Melbourne. She was also recently the Lead Consultant for a statewide community forensic disability service. Dr Jabir is especially passionate about supporting individuals with complex needs, including those involved in forensic and disability systems. Her skill set entails working with a range of mental health conditions, including post-traumatic stress disorder (PTSD), developmental disabilities and forensic disability.
Dr Jabir trained in the UK, earning her medical degree and a Bachelor with Honours degree in Medical Sciences from the University of St Andrews and the University of Manchester. She began her medical career in the NHS, later moving to New Zealand to pursue psychiatry training with a focus on forensic and disability psychiatry. Her journey continued in Melbourne, where she completed her specialist training across several leading public health institutions, including Forensicare, Alfred Health and Austin Health.
As a Consultant Psychiatrist, she has led services in both general and specialist settings, including roles at Austin Health and Forensicare. She currently holds a statewide position providing psychiatric care to individuals with disabilities, while also offering Telehealth services to regional and rural communities.
Approach to Mental Health Care
Dr Jabir’s practice is rooted in recovery-oriented care, with a strong belief in the importance of autonomy and inclusion. She works collaboratively with each client, recognising the value of their lived experience and tailoring support to help them reach their goals. Her style is flexible, compassionate and grounded in mutual respect.
She places great emphasis on making care accessible, particularly for individuals with communication needs or disabilities. This includes adapting session formats, using visual or simplified resources, involving support persons when helpful, and always seeking to minimise restrictive practices. Her focus is on building meaningful, trusting therapeutic relationships that support long-term wellbeing.
Areas of Focus
Dr Jabir’s areas of focus include general and complex mental health needs in adults. She has a particular interest in trauma-related conditions, intellectual and developmental disabilities, and forensic disability.
Her clinical work and experience focus on providing treatment, support and advice to adults experiencing depression, anxiety, bipolar disorder, post-traumatic stress disorder (PTSD) and complex PTSD, obsessive compulsive disorder (OCD), autism spectrum disorder (ASD), intellectual disability (ID) and acquired brain injury (ABI). She also has a particular interest in working with clients and support teams to reduce the use of restrictive interventions.
Dr Jabir is experienced in providing psychiatric input and recommendations under the National Disability Insurance Scheme (NDIS). She works collaboratively with clients, families, and support coordinators to develop tailored, person-centred reports. Her focus is on ensuring equitable access to specialist mental health care for individuals with disabilities is achieved.

Beyond the Therapy Room
Outside of her professional life, Dr Jabir enjoys keeping active at the gym, hiking and baking. She loves exploring different cuisines and cultures through travel, and values time for mindfulness and gratitude in her daily routine.
